Abstract

One of the cornerstones of the societies, language has been a common means of communication used in every period. The language is characterized by the skills which form it and therefore developing such skills by education allows effective communication. Programs preferred in the practical dimension of education have continuously been changed in order to provide a more qualified education. While speaking and listening skills are separately taught in 2006 Program, these skills are combined in the 2015 Program as oral communication. The purpose of this study is to examine the place of the 2006 Program speaking skills in the 2015 Program’s oral communication roof. Document review was utilized in this study based on the purpose and it was revealed that combining speaking skills of the 2006 Program with listening skills in the 2015 Program and creating the oral communication skills has promoted the effective communication. Furthermore, learning outcomes were provided separately for each grade and similar or almost same quality outcomes were detailed when the grade increased. However, it was found that no significant difference is available between two groups apart from the change of classification.
