Abstract
Göktürk yazıtlarının Vilhelm Thomsen ve Wilhelm Radloff ile başlayan okuma ve anlamlandırma çalışmaları günümüze kadar devam etmiş, yerli ve yabancı Türkologlar tarafından müstakil metin neşirleri yapılmış, çeşitli okuma ve anlamlandırma denemeleri gerçekleştirilmiştir. Yüz yirmi yıldan fazla bir zamandır yapılan bu değerli çalışmalar, Türkçenin eski metinlerinin okunması ve anlamlandırılmasında büyük bir mesafe kat edilmesine yardımcı olmuş, ileride yapılacak çalışmalara ışık tutmuştur. Bununla beraber yazıtların Türkiye Türkçesine aktarılması konusunda hâlâ sorunlar bulunmaktadır. Nitekim Kül Tigin yazıtının güney yüzünün 8. satırı ile Bilge Kağan yazıtının kuzey yüzünün 6. satırında geçen sözcük öbeği hakkında bazı araştırmacılar ve yayıncılar farklı görüşler ileri sürmüşlerdir. Bu çalışmada hususiyle Kül Tigin yazıtının güney yüzünün 8. satırı ile Bilgi Kağan yazıtının kuzey yüzünün 6. satırında geçen ‘tok arkuk’ sözcük öbeğindeki ‘tok’ ve ‘arkuk’ sözcükleri üzerinde durulmuştur. Öncelikle bu sözcüklerle ilgili okuma ve anlam denemelerine temas edilecek, ardından Türkçenin tarihî ve çağdaş metinlerinden hareketle görüşlerimiz ortaya konulacaktır. Çalışmayla elde edilen tespitler, değerlendirme ve sonuç bölümünde maddeler hâlinde verilmiştir. Sonuç olarak makalede, “Türük : bod(u)n : tok (a)rk(u)k s(e)n : açs(a)r : tos(ı)k öm(e)z s(e)n : bir : tods(a)r : açs(ı)k : öm(e)z s(e)n” cümlesi üzerindeki mevcut teklifler eleştirel bir gözle tekrar değerlendirilecek ve hususiyle cümlenin anlamı hakkında yeni öneriler getirilecektir.

Abstract
The studies on reading and meaning that started with Vilhelm Thomsen and Wilhelm Radloff have been continuing to these days, self-contained text publications on the Göktürk inscriptions have been done by domestic and foreign Turcologists, various reading or meaning trials have been done. These valuable studies conducted for over hundred twenty years a crucial role in being read and given the meaning of the old texts of Turkish and shed light on future studies. Especially, the meaning studies have a crucial importance from the point of revealing the richness of language’s meaning. Here, there are still problems with Turkic Turkish translating the inscriptions. Thus, by many publishers and researchers has been set forth different opinions about the same phrase which is in the 8th line of the south part of Kül Tigin inscription with in the 6th line of north part of Bilge Kaghan inscription. In this article especially, argue on the words ‘tok’ and ‘arkuk’ of ‘tok arkuk’ phrase in the 8th line of the south part of Kül Tigin inscription and in the 6th line of north part of Bilge Kaghan inscription. Firstly we touch upon the reading and meaning essays of this words. Then we start out to explain our opinion from the historical and modern texts of Turkic dialects. In the evaluation and conclusion section; the determinations revealed through the study have been presented as articled. As a result this article, will re-evaluate the exist suggestions from a critical point of view and will dare to make especially new suggestions about the meaning of the sentence of “Türük : bod(u)n : tok (a)rk(u)k s(e)n : açs(a)r : tos(ı)k öm(e)z s(e)n : bir : tods(a)r : açs(ı)k : öm(e)z s(e)n”
