Abstract
Yabancı dil eğitiminde e-öğrenme ve online eğitim yaygın olarak kullanılmaktadır. Farklı eğitim alanlarında, online eğitim ve e-öğrenme talebindeki artışla birlikte güçlü öğretim yönetim sistemlerine olan gereksinimde de artış gerçekleşmektedir. Ticaret, Turizm, eğitim vb. nedenlerden dolayı Türkçenin yabancı dil olarak öğrenilmesine yönelik talepte de dünya genelinde büyüme gerçekleşmektedir. Türkçeyi örgün şekilde öğrenenlerin yanı sıra Türkçeyi uzaktan eğitim veya çevrimiçi olarak öğrenenlerin/öğrenmek isteyenlerin sayısı da giderek artmaktadır. Bu çerçevede Türkçeyi örgün olarak öğreten çok sayıda kurum bulunmaktadır fakat Türkçenin web tabanlı ortamlarda yabancı dil olarak öğretilmesi amacıyla ülkemizde yapılan çalışmalar oldukça sınırlıdır. Oysa bazı diller (İngilizce, Fransızca, Rusça Arapça vb.) yabancı eğitim kurumları tarafından e-öğrenme yöntemi ile Türkiye’de bile öğretilmektedir. Benzer bir yaklaşımla, Yabancı dil olarak Türkçe de öğretilebilir. Bu amaç doğrultusunda bu çalışmada, e-öğrenmenin vazgeçilmez bir bileşeni olan Öğretim Yönetim Sistemleri’nin (ÖYS) Türkçenin yabancı dil olarak uzaktan öğretiminde nasıl kullanılabileceğini örneklerle açıklanmaya çalışılmıştır.

Abstract
E-learning and online training has become common method of foreign language teaching and learning. The requirement of powerful and user friendly learning management system increase with the increase in the demand of e-learning at different fields of education. There is also growing demand around the world for learning Turkish as foreign language due to commercial, touristic and education relations. Most of the learners want to learn Turkish language at least on A1-A2 levels before coming to Turkey. There isn't enough e-learning opportunity for learning Turkish language out of Turkey. There are many competent educators and educational institutions to teach Turkish as a foreign language. Other languages are taught with e-learning systems at Turkey by foreigner educational institutions. In a similar manner, Turkish could be taught as foreign language and the national economy could be benefited with generated income. In this study, the components of learning management system conducive to production, storage and presentation of interactive education materials have been given. The software and contents in this system has been developed with the local knowledge capital. The components of this system are composed of five main sections as admin, interactive education materials production, file management, accounting and users' statistics monitoring panels. The Teknovadi (TV) Informatics and Consultancy Company is the owner of the presented software in this work. The TV informatics is working with the principle of participating entrepreneurship and making solution partnerships with trainers and educational institutions.
