The aim of the study is to examine the third and fourth-grade learning outcomes in the Turkish curriculum according to their levels and to determine the contribution of the third and fourth-grade Turkish textbooks activities to the development of listening skills. The content analysis method was used in the research. The documents examined within the scope of the research consisted of a total of four Turkish textbooks, two of which belong to MoNE publishing and two of which belong to private publishing houses and the Turkish course curriculum. The document analysis method was used to collect the data. A deductive content analysis approach was used to analyze the data. As a result of the analysis, it was determined that the majority of the learning outcomes related to listening skills were at the understanding level. It was concluded that the majority of the third-grade activities and almost half of the fourth-grade activities were partially sufficient to the development of listening skills. It was determined that the activities in the third and fourth-grade MoNE textbook contributed more to the development of listening comprehension skills and the activities in the textbooks of the private publishing houses contributed more to the development of critical listening skills. But it was concluded that the majority of the activities in textbooks were insufficient in terms of gaining critical listening skills.
