Abstract

Abstract

Listening is one of the fundamental skills that support the development of other language skills in foreign language learning; however, because it is unobservable and is shaped by numerous cognitive and contextual variables, it is difficult to assess. This study aims to illustrate how an A1-level listening/viewing test can be designed for children learning Turkish as a foreign language within the framework of Weir’s socio-cognitive validity model. Accordingly, the components of the model, namely candidate characteristics, context validity, theory-based validity, scoring validity, criterion-related validity, and consequential validity, were first discussed in relation to listening, and an illustrative test was then developed based on these components. The test was designed to take into account the physical, psychological, and experiential characteristics of child learners aged 11–14. The purpose and content of the tasks, instructions, response formats, text lengths, speech rate, administration conditions, and scoring procedures were specified under context validity. To establish theory-based validity, the A1-level spoken reception descriptors of the Common European Framework of Reference for Languages and Field’s cognitive classification of the listening process served as the basis. The test included multiple-choice, gap-filling, matching, true-false, and short-answer items developed around everyday routines, family, shopping, and simple communicative situations in public settings. On this basis, a 40-minute criterion-referenced test consisting of five listening texts and 16 items was designed. However, as the test was not administered to a sample, post hoc empirical evidence regarding scoring, criterion-related, and consequential validity could not be provided. The study offers a model for the systematic development of listening tests for children in teaching Turkish as a foreign language and for adapting the socio-cognitive validity model to other language skills.
