Abstract

To advance technological equipment in schools and to ensure effective use of technological tools, the Movement to Increase Opportunities and Technology (Fatih Project) has been implemented by the Ministry of Education in Turkey since 2010. To that end, As of 2015, use of smart boards has started in the schools nearly all regions of Turkey. Besides, the MNE has distributed 1,437,800 tablets to students by 2016 and the MNE has announced that it will distribute 10 million 600 thousand tablets till 2020(http://fatihprojesi.meb.gov.tr/).Therefore, it is requisite to determine whether the investments in this context have reached the projected objectives. This study adopts case study design of qualitative research methods. During the research, preliminary interviews are held with 10 secondary schools in city centre, Antalya. School principals and students have volunteered to participate in the study. The research group consists of 10 school principals, 30 Turkish language teachers, and 60 middle-school students. Semi-structured interview form is used to collect data. Separate interview forms have been developed for teachers, students, and school principals. The descriptive analysis technique is used to analyse the data. The components of activity theory constitute the themes of the analysis process. The research results reveal that Turkish language teachers lack in integrating technology into the implementation process. However, few teachers make effort to overcome these shortcomings. On the other hand, Turkish language teachers take a more active role than school principals and student when we take into account the inter-stakeholder job division in the process of technology utilization process in teaching activities, and school principals and students have hardly any role in the implementation process considering the distribution of roles among stakeholders.
